The June 2008 ARL newsletter contains an article on how institutions and research faculty can address copyright management and rights retention, given the federal requirement that NIH-supported research articles be deposited in PubMed Central within one year of publication.
The article's author, Kevin Smith of Duke University (whom I had a chance to meet during the 2006 ARL repository immersion conference in Durham) describes both short-term and long-term strategies for addressing this requirement. It's definitely an opportunity for libraries and sponsored projects offices, and perhaps other campus units, to work together to strengthen compliance.
