stages of support for scholarly communication activities

Continuing to prepare for the upcoming ACRL Scholarly Communication workshop. I'm reading a pre-print authored by Joyce Ogburn on the stages of support for scholarly communication activities. Currently, my organization is working on an ownership stage activity, the deployment of the Research Exchange service to support faculty researchers on campus. Additionally, the university and the library organization have made significant resource commitments in the scholarly communications area, from support for the Research Exchange hardware/software system and the creation of a Scholarly Communication Librarian position. This support matches the activism stage descibed by Ogburn, a higher level of support. I believe that campus-wide understanding of scholarly communication issues is at awareness ("scholars and administrators are acquainted with the issues, key points, and rhetoric regarding what has often been termed the 'crisis'") level, which represents a challenge and an opportunity.
